Current Debates on Human Development

Presentation

 

Human Development is a paradigm promoted by the UNDP since the 1990s. It is an alternative perspective to approach development, focusing on the expansion of people freedoms to live long, healthy and creative lives. From a Human Development perspective, people are both the agents and the drivers of development.  This course seeks to analyze the theoretical bases of the concept as well as the relations between HD and its impact in enlarging people’s choices. The course offers tools to measure and analyze public policies, programmes and development projects from the HD perspective.

Course Structure

The course is structured to be completed in 12 weeks and this includes 4 subject topics and 2 weeks for course introduction and closing. The introduction includes a course summary, and the closing unit invites participants to assess the course according to the below structure:

 

Unit 0

Introduction to the Virtual School System, the course and its context:

 

  • Presentation and introduction to the School, course and classmates
  • Understanding and using the virtual classroom
  • Understanding and organization of learning resources

 

Unit 1

Conceptualising Human Development

  • What “human development” means
  • What human development is not
  • How the concept was originated, and why
  • Main differences from other approaches to development
  • How has it evolved since the early 1990s to become a paradigm
  • Main criticisms
Unit 2

Measurement of human development

  • How to measure HD
  • Human Development Index (HDI)
  • Gender-related Development Index (GDI)
  • Human Poverty Index (HPI1, HPI2)
  • Main uses and limitations of these indices
  • Other indices developed by the HD Reports
  • Applications and innovations presented by National HD Report
Unit 3

Human Development and the economic and political contemporary debates

 

  • Economic Growth
  • Poverty
  • Sustainability
  • Democratic politics
  • Human Rights
  • Gender Equality
  • Cultural Freedom
Unit 4

Methods, strategies and policies to accelerate human development

  • Strategies to accelerate HD: economic, social, political and international strategies
  • Tools that work in favour of and against HD
  • Lessons learned in the implementation of HD policies and programmes
  • Assessment of Public policies, programmes and development projects to support the attainment of HD
