Public Policies from a HD perspective

Presentation

 

Human Development is a paradigm promoted by the UNDP since the 1990s. It is an alternative perspective to approach development, focusing on the expansion of people’s freedoms to live long, healthy and creative lives. From a Human Development perspective people are both the agents and the drivers of development. In order to achieve HD, public policies need to be designed and analyzed within this framework.

This course analyses and investigates key concepts of public policies from a HD perspective, provides tools for the process of creating public policies and discusses how to implement them into current agenda.

 

Course Structure

 

The course is structured to be completed in 12 weeks and this includes 5 subject topics and 2 weeks for course introduction and closing. The introduction includes a course summary, and the closing unit invites participants to assess the course according to the below structure:

 

Unit 0

Introduction to the Virtual School System, the course and its context:

 

  • Presentation and introduction to the School, course and classmates
  • Understanding and using the virtual classroom
  • Understanding and organization of learning resources

 

Unit 1

Human Development Paradigm


  • What “human development” means

  • How the concept was originated, and why
  • Main differences from other approaches to development
  • How has it evolved since the early 1990s to become a paradigm

Public Policy within a HD perspective
