Local Human Development

Presentation

Local development has been a topic of debate since the academy first opened. Of these discussions, different focuses have emerged to confront the challenges of local development: some propose implementing well-planned global conditions into a local context, others argue that institutional strengthening of the local environment is the best way, whilst others believe that the solution lies within empowering the local community.  

This course investigates how the local environment (region, city or local government area) can affect Human Development. Local conditions can create challenges and opportunities, and the need to implement development strategies. Human development relies on deepening the democratic practice, by opening dialog between the state and the civil society, and by strengthening the relations between the participatory and representative democracy.  

Local Human Development strategy is based on citizen participation and the objective of the course is to build the capacity of local actors, in such a way that they have the ability to overcome development problems.

Course Structure

 

The course is structured to be completed in 12 weeks and this includes 4 subject topics and 2 weeks for course introduction and closing. The introduction includes a course summary, and the closing unit invites participants to assess the course according to the below structure:

The Human Development Paradigm

Unit 2

Local Human Development


  • Human development at a local level: a regional point of view
  • What is local development?
  • The social and political dimension of local human development
  • What are and how do the assets of citizenship function
  • The role of civic participation in the construction of citizenship and in the process of development
  • Social capital as an instrument for Human Development
  • Human development in areas of conflict
Unit 3

How do local Human Development strategies operate? Participatory Local Development Planning
