Crisis Prevention and Early Recovery Area
Crisis Prevention and Early Recovery is one of the United Nations Development Programs focus areas that concentrates in the identification of causes and consequences that create crisis related with violent conflicts and natural catastrophes.
The study of this topic focuses in 3 main areas:
a. Citizen security: Citizen Security has two main objectives. Firstly, it intends to promote the participation of vulnerable populations in the prevention of violence, crime and the reduction of risk factors. Secondly, it tries to strengthen the national capacities to design, implement, and evaluate public policies on citizen security.
b. Disaster risk management and recovery: This focus area addresses the risks derived from natural disasters using the integration of risk reduction in development planning, the creation of capacities of the national institutions to face the issue and the integration of risk reduction in responses for disasters.
Early recovery focuses towards the evaluation of damages in the infrastructure, property and societies quickly to ensure long term recovery.
Moreover, this focus area promotes gender equality through the “Eight-Point Agenda for Women’s Empowerment and Gender Equality in Crisis Prevention and Recovery”. The objectives are: strengthen women’s security in crisis, advance gender justice, expand women’s citizenship, participation and leadership, build peace with and for women, promote gender equality in disaster risk reduction, ensure gender-responsive recovery, transform government focus to deliver for women, and develop capacities for social change.
c. Conflict prevention: The work in conflict prevention is aimed at strengthening national capacities to manage conflict, integrate the prevention of conflict in national development planning and create agreements in disputes. Likewise, it promotes the rule of law in the countries in conflict and post-conflict by promoting justice and security, approaching human rights violations and promoting reconciliation.
